It did that for me. The writing style is folksy and easy to read. There are plenty of examples and most of the explanations are clear. I don't give it a 10 because there are a couple of drawbacks.

People need to have their Web pages stand out from the crowd. HTML is relatively easy but limited, resulting in a lot of similar-looking Web pages. With Perl, any Web-page builder can create more dynamic and interactive Web pages.
